What are we measuring?
The Department of Arts & Culture provides programs directly to residents and, through it's Contracts for Services (CFS) program, engages nonprofit organizations primarily with arts & cultural missions in the delivery of arts and cultural services to enhance the quality of life throughout Fulton County and its communities. This measure tracks the total number of participants in directly provided program and through contracted services.
How are doing?
The drop in participation numbers in 2017 after two consecutive years of significant growth is likely due to a policy change affecting the rewarding of contracts. In 2017, the Contracts for Services program underwent a shift in policy where organizations over a $3 million dollar operating budget were limited to applying for project based support. A number of the large organizations (Woodruff Center organizations like the High Museum, Alliance Theater and ASO) were restricted from applying for general operating support and presented programs that were limited to specific projects.
